Added IfConditionMode. If 1, will execute the True/False action on every update of the measure. If 0, will only execute the True/False action once until it switches case and back again (like IfActions).

This reverts commit 73069b692f9018f7b8f10a1b8e5a3125f2c252d0.
Reverted due to some risk of issues when used in Lua when the .lua file is not encoded and the user's local code page does not support the ANSI "no-break space".
