[2.3] NowPlaying.dll: Updated to new API and some cosmetic changes. DynamicVariables is supported, but a child measure (e.g. PlayerName=[ParentMeasure]) cannot be converted into a parent measure (e.g. PlayerName=Winap) or vice versa.

- Build.bat now compiles C# projects as well
- NowPlaying is now compiled by default. Uncheck in Configuration Manager if you have VC++.

- Changed new plugin API functions to use __stdcall calling convention
- Added RainmeterCS.sln for C# projects
- Added DllExporter tool to export methods C# libraries. DllExporter replaces ExportDll, which produced invalid 64bit libraries.
